Technical Panel

CoEEM Technical Panel’s overarching aim is to provide technical leadership and strategic planning from the MOD perspective for energetic materials. Chaired by the CoEEM Technical Director, the Technical Panel acts as a catalyst in bringing CoEEM’s technical ambitions to fruition.


It shapes the overall technical programme by responding and contributing to the strategic needs as identified by Government stakeholders as well as by the wider EM community. Collectively, the Panel is tasked to provide leadership, direction and advocacy to raise the profile of EM professions and community.

The Panel comprises of Technical Leads from the core partners plus other Government departments as required. These Technical Leads are government’s focal point for their respective technical area of expertise within the energetics domain. They are tasked to identify key areas of focus in their respective specialist area(s). They do this:

  • by working with fellow Technical Leads as well as stakeholders and subject matter experts from within their organisations, from industry, academia, other organisations (such as SSSG and WSTC) as well as other government bodies to develop a delivery plan for energetic materials investment that prioritises and maximises benefit across all technical areas
  • in their advisory role to the Strategic Panel and Government providing direction for areas of further investment and development
  • by horizon-scanning to identify ‘topics of need’, and look for matching expertise or potential solutions
  • by championing the energetics materials community as a whole and their technical area of expertise specifically
  • by presenting and networking at various conferences and becoming members of various associated committee/panels etc.

Operations Management Board

Chaired by the CoEEM Programme Director, the Operations Management Board (OMB) is tasked with the smooth running of CoEEM construct to ensure it is on-track to meeting it objectives.


Consisting of members from Defence Science and Technology Laboratory (Dstl), Atomic Weapons Establishment (AWE) Defence Nuclear Organisation (DNO) and Defence Equipment and Support (DE&S), with administrative support from Cranfield University at its secure site at the Defence Academy of the United Kingdom in Oxfordshire, it role is to promote and facilitate cross community collaboration and communication.


This includes development and support of the CoEEM website, hosting of various CoEEM clubs, hubs and workshops as well as being the lead player in the delivery of the new International Explosives Conference.
